When penalties for treatment infractions are set, intent and the severity of the outcome determine the level. If the treatment was unintentional and it results in bleeding, it’s still a violation, but it falls into the lowest offense category—that minimum level. The higher levels (Level 2, Level 3) and disqualification are reserved for more serious or intentional actions, or for violations with greater harm or repeated offenses. So unintentional bleeding is addressed at the lowest level, making Level 1 the appropriate choice.
